While this document is now dated, it does provide a good foundation for an understanding of early warning systems and how they work as well as why needed. This is a nice synopsis of the original research done by Dr. Walker. I have used this in classes in conjunction with other material. I would recommend that someone using this be sure to look at Dr. Walker's updated research for further information.
